Lisa Rice photo linkedin Link Lisa Rice is the Executive Director and Chief Executive Officer of the Pikes Peak Workforce Center, the American Job Center serving El Paso and Teller counties. In this capacity, she leads the Workforce Center in its mission to connect vital businesses with work-ready job seekers and employer-driven services. Prior to her current position, she served as Executive Vice President of Development for Dynamic Workforce Solutions in Denver with responsibility for six national workforce center contracts. Ms. Rice previously served as President, CareerSource Brevard, with responsibility for delivery of all federally mandated workforce programs in Brevard County, Florida, to include management, budgeting, contracting, reporting service outcomes, information technology, and organizational outreach. Fiscal responsibilities included budget management ranging from $5 to $28M. Prior to this role, Ms. Rice served CareerSource Brevard as the Director of Planning and Development with responsivities for strategic planning, grant proposals, contracts, outcomes, and continuous improvement of all WIA activities. Ms. Rice has previously been named, “Toni Jennings Workforce Development Professional of the Year,” and is a Gallup Strengths Certified Coach. She holds a Master of Business Administration from the University of Nebraska, a Master of Public Administration from the University of Central Florida, and a Bachelor in Human Relations and Marketing from the University of Colorado, Colorado Springs.   

Traci Marques is the Deputy Director of the Pikes Peak Workforce Center, the American Job Center serving El Paso and Teller counties. In this capacity, she assists the Executive Director with the administration and management of the Workforce Center. She provides leadership, direction and oversight to assigned departments and is responsible for long-range planning, development, direction, implementation and evaluation of programs supporting regional workforce development. She previously served as Customer Service and Community Outreach Director, and as the Business Relations Group Team Lead. She serves as co-chair of the Military, Veterans and Spouses Coalition representing more than 25 community organizations with resources focused on helping transitioning service members, veterans and military spouses find meaningful employment. For these efforts, Ms. Marques has been recognized for excellence by the Colorado Department of Labor and Employment for contributions to improvement and modernization of veteran’s services. Ms. Marques completed The Grantsmanship Center’s Basic Grantsmanship and Social Enterprise Courses, the Center for Creative Leadership’s Community Leadership Program, and the Leadership Pikes Peak Signature Program. She earned her Bachelor of Arts degree in Telecommunications Management from Indiana University, Bloomington, College of Arts and Sciences.

Rhonda Miller, serves as the Business Services Team Lead. In this position, Ms. Miller and her team connect local and regional businesses with qualified job seekers. She previously led teams at two national publishing agencies, developed local and regional community and business partnerships, and served as director of advertising for several regional publications. Ms. Miller has extensive experience in sales and sales management in a variety of industries, including advertising, professional services, information technology solutions, and publishing serving both the commercial and federal government markets. Her professional experience spans business-to-business, business-to-government, education, travel, consumer, technology, and special interest categories.

Picture of Debbie ShackelfordDebbie Shackelford is the Young Adult Services Team Leader. In this role, Ms. Shackelford is responsible for leading a team dedicated to providing high quality services for young adults beginning with career exploration and guidance, continued support for educational attainment, opportunities for skills training in in-demand industries and occupations, and culminating with a good job along a career pathway or enrollment in post-secondary education. She previously led teams in the banking industry and has extensive experience in leadership and business coaching. She is a trained facilitator with certifications from The Center for Work Ethic Development and in the aha! Process: Getting Ahead While Getting Out.  She is a recipient of the Accolades Award: Business Leader of the Year from the Southern Colorado Women’s Chamber of Commerce.

Tiffany Clark-Trujillo serves as the Customer Service Team Leader. Prior to joining the Workforce Center in September of 2014 as a Workforce Development Specialist, Tiffany served as the Program Manager, Volunteer Liaison and the Administrative Assistant for the Supervised Exchange Parenting Time (SEPT) program at CASA of the Pikes Peak Region. Tiffany earned her Bachelor's degree in Human and Social Administration from Bellevue University. Tiffany is passionate about helping people to get where they want to go; while also assisting them in becoming more resourceful. Her responsibilities include oversight of the Career Center, Educational Services and the Satellite Offices.

Dean Miller PictureDean Miller, Public Information Officer. Mr. Miller leads public information efforts representing the people, programs and impact of the Workforce Center to all audiences through media and community engagement, special events and overall responsibility for strategic communications. Dean believes telling an organization’s story effectively promotes the honor, dignity and accomplishments of team members and clients. Prior to joining the Workforce Center, he served in the United States Air Force as a Public Affairs leader for 26 years at locations in Colorado and around the globe. Dean earned his bachelor’s degree from Excelsior College.
